Pull down resistor

Here,10 kohms resistor is used. It is used to verify whether the input of pre driver stage is low or not. When the IR detector is not conducting the collector to emitter is high. Now the input at pre driver (SL 100) may be high or low. But it should be low. To make it sure we are using pull down resistor.
